Public Safety Training Operations
Statement of Authority for Public Safety Operations
Harvest Christian University (HCU), through its governing body and pursuant to applicable federal, state, and Indigenous legal frameworks, is authorized to establish, administer, and maintain a University Public Safety Department to protect life, property, and institutional operations.
This authority arises from the University’s status as a bona fide postsecondary educational institution, its inherent rights of self-governance, and recognized legal powers granted to private and Indigenous-controlled educational entities.

UNIVERSITY-LED PUBLIC SAFETY AND LAW ENFORCEMENT TRAINING
APPLICABLE FEDERAL AND STATE STATUTES GOVERNING
Gun-Free Schools Act / Control and Law Enforcement Act of 1994 (42 U.S.C. § 3796dd et seq.)
- Allows educational institutions to coordinate with law enforcement and provide training on emergency response, crime prevention, and safety awareness.
- Universities can develop programs for local law enforcement and community members on violence prevention, situational awareness, and emergency preparedness.
Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10101 et seq.)
- Supports criminal justice and law enforcement education programs.
- Universities may receive federal grants to teach policing, community safety, and crime prevention courses to students and local communities.
Higher Education Act of 1965 (20 U.S.C. § 1001 et seq.)
- Authorizes colleges to offer continuing education and community programs, including:
- Criminal justice
- Law enforcement fundamentals
- Community safety workshops
Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (20 U.S.C. § 1092(f))
- Encourages universities to teach crime awareness, reporting protocols, and community policing concepts as part of compliance training for students and staff.

Authority to Offer Public Safety Education
Harvest Christian University is legally authorized to offer public safety–related education, programs, and coursework as a postsecondary institution of higher education.
Under the Higher Education Act of 1965 (20 U.S.C. § 1001 et seq.), institutions of higher education may provide postsecondary instruction in any lawful academic discipline. Public safety, emergency management, disaster preparedness, homeland security, and community safety are recognized academic fields within higher education.
As a duly authorized private institution, Harvest Christian University possesses curricular autonomy to develop and deliver public safety education through degree, certificate, and continuing education programs. Such instruction is academic in nature and does not confer law enforcement authority, certification, or licensure unless separately approved.
