HARVEST CHRISTIAN UNIVERSITY SCHOOL OF LAW Texas Supreme Court–Approved Law School

Texas Government Code

 Texas Commission on Law, Ethics, Legal Standards and Accreditation (TCLSA)  that Texas Government Code § 81.061 and § 82.022 give the Supreme Court rulemaking authority over admissions and eligibility to practice law.  The Texas Commission on Law, Ethics, Legal Standards and Accreditation serves as a specialized body dedicated to evaluating and recommending universities and colleges in Texas that provide rigorous education in law-related fields, ethics, compliance, and legal studies. 


Article V of the Texas Constitution, vesting judicial power in the Supreme Court of Texas;

  • The Court’s inherent authority to regulate the practice of law in the public interest;
  • Texas statutes and court rules recognizing the Supreme Court’s exclusive jurisdiction over bar admission, attorney discipline, and legal education standards;
  • Judicial precedent affirming that regulation of the legal profession is a core judicial function not subject to delegation to private organizations.

Nothing herein shall be construed to confer regulatory authority upon any private association or national body not authorized by the Supreme Court of Texas.

The Authority for TCLSA


         Purpose and Public Interest Mandate

            The purpose of TCLSA is to:

  1. Establish and maintain Texas-specific standards for legal education and training;
  2. Ensure ethical integrity, professional competence, and public accountability in the preparation of legal practitioners;
  3. Provide independent accreditation and recognition of law schools, legal education programs, and alternative pathways approved by the Court;
  4. Protect the public interest by ensuring that legal education serves justice, constitutional governance, and the rule of law.


TCLSA is instituted to serve the people of Texas by ensuring that the regulation of legal education remains a judicial function, transparent, accountable, and free from undue private influence.


     Relationship to the Supreme Court of Texas and the Bar

TCLSA functions in coordination with:

  • The Supreme Court of Texas, as the ultimate supervisory authority;
  • The State Bar of Texas, as an administrative arm of the Court for licensing, discipline, and professional regulation.


Accreditation or recognition by TCLSA constitutes eligibility for consideration under Supreme Court rules governing bar admission but does not, by itself, confer a license to practice law. Final authority over admission to the Bar of Texas remains exclusively with the Supreme Court of Texas.



Scope of Authority and Operations

TCLSA shall operate through duly adopted rules, procedures, and standards approved or recognized by the Supreme Court of Texas, including but not limited to:

  • Accreditation of law schools and legal education programs;
  • Approval of curriculum standards, faculty qualifications, and academic integrity requirements;
  • Oversight of ethical instruction and professional responsibility training;
  • Periodic review, audit, and compliance reporting.


All operations of TCLSA shall be conducted in accordance with:

  • Texas constitutional principles;
  • Applicable statutes;
  • Supreme Court rules and administrative orders;
  • Principles of due process, transparency, and fairness.


    Independence and Non-Delegation

TCLSA is not affiliated with, subordinate to, or governed by the American Bar Association or any private accrediting body. Its authority arises solely from Texas constitutional and judicial governance.

No private organization may exercise regulatory authority over legal education in Texas absent express recognition by the Supreme Court of Texas.


 Effective Governance

The Commission shall be composed of members appointed or approved in accordance with Supreme Court–recognized procedures, reflecting expertise in:

  • Law and jurisprudence;
  • Legal education and ethics;
  • Judicial administration;
  • Public service and constitutional governance.

Core doctrinal training

Harvest Christian University School of Law provides foundational training in:

  • Constitutional law, civil rights, and the structure of federal and Texas state government, with emphasis on judicial review, separation of powers, and tribal/Indigenous sovereignty.
  • Contracts, torts, property, and business law principles that prepare students for commercial practice, entrepreneurship, nonprofit governance, and public–private partnerships.
  • Criminal law and criminal procedure, including policing, investigations, prosecution, defense, and the rights of the accused, aligned with community policing and public safety initiatives connected to the university.


Professional skills and advocacy

The School of Law emphasizes practical skills needed for modern practice through:

  • Legal research and writing, appellate advocacy, and trial practice, including moot court, mock trial, and law advocacy center activities.
  • Mediation, negotiation, restorative justice, and alternative dispute resolution methods that support peacemaking in courts, communities, and Indigenous forums.
  • Ethics, professional responsibility, and judicial standards designed to foster integrity, anti‑corruption norms, and compliance cultures in public and private institutions.

Specialized and Indigenous-focused areas

Reflecting HCU’s Indigenous and royal character, the School of Law may describe additional training areas as:

  • Indigenous law, tribal governance, and international human rights, focusing on treaties, self‑determination, and the legal status of Indigenous nations in Texas, the United States, and globally.
  • Law, theology, and chaplaincy, exploring religious liberty, clergy protections, and the role of chaplains and faith leaders within courts, corrections, military, and public safety systems.
  • Community policing and public safety law, integrating policy, ethics, and legal standards for non‑sworn community officers and public safety partners trained through the university’s academies and centers.
