About UNIPOL

 UNIPOL is a  United Nations  International Police Academy . It is a Interagency Non-Governmental Organization for Peace, Order and Law and serves as a platform for education, training, and global partnership in support of lawful, ethical, and community-centered public service.  

The Academy exists solely for education, professional development, training, standards instruction, and academic advancement in public safety and related fields.

The Academy is a non-licensing, non-commissioning institution and does not function as a national, regional, or governmental police academy.

PROGRAM SCOPE

“This program is a community-based public safety and civic education initiative designed to promote awareness, prevention, and constitutional understanding. It does not confer law enforcement authority and operates within federal and state guidelines supporting community engagement in public safety.

The mission of UNIPOL is to strengthen institutions, empower communities, and promote responsible public service through international cooperation, academic training, and capacity building.

Diplomatic and Institutional Leader

Archbishop Dr. Carl Robinson is an American diplomatic representative, military veteran, academic scholar, and executive leader specializing in public safety governance, humanitarian diplomacy, and ethical institutional development.

A former United States Army servicemember stationed at Fort Campbell, Dr. Robinson served within the 101st Airborne Division, gaining expertise in operational logistics, combat readiness environments, and structured command leadership. 


Dr. Robinson holds PhD degrees in Political Science, Pastoral Counseling, Humanitarian Diplomacy, and Theology. His multidisciplinary scholarship supports his engagement in international dialogue, peace-centered governance models, humanitarian cooperation, and faith-informed public ethics.


Archbishop Robinson’s diplomatic profile reflects principled statesmanship, humanitarian advocacy, institutional accountability, and commitment to lawful international cooperation. 

FOUNDATIONAL STATUS & INCORPORATION

The United Nations Interagency for Peace, Order & Law Academy (UNIPOL) is formally established as an international educational and training institution operating under a foreign treaty organization nonprofit framework, in association with the Indigenous-controlled Harvest Christian University. This academy is specifically organized to provide community policing and public safety education, emphasizing constitutional awareness, crime prevention, ethical leadership, and civilian engagement in safety initiatives.

UNIPOL operates strictly as a non-law enforcement, educational and training body, delivering structured programs that equip individuals, organizations, and communities with the knowledge and tools necessary to support public safety through lawful, non-enforcement means.

IRS STATUS & FEDERAL TAX FRAMEWORK


UNIPOL’s operations fall within recognized U.S. nonprofit and educational statutes governing public safety training and instruction:

  • 26 U.S.C. § 501(c)(3)
     “Organizations organized and operated exclusively for… charitable… and educational purposes… shall be exempt from taxation.”
  • 26 U.S.C. § 508(a)
     Requires notice for organizations seeking recognition under §501(c)(3).
  • 26 U.S.C. § 508(c)(1)(A)
     “Churches, their integrated auxiliaries, and conventions or associations of churches” are excepted from filing requirements.
  • 26 U.S.C. § 170(c)(2)
     Charitable contributions to qualified organizations are tax-deductible.
  • 26 CFR § 1.501(c)(3)-1(d)(3)
     Defines “educational” as instruction or training of individuals to improve or develop capabilities.
     

Through its structured community policing and public safety training programs, UNIPOL qualifies under the educational and charitable purpose doctrine of federal tax law.

  • Verifies membership within the UNIPOL training and cooperation network

  • Act as police
  • Detain (outside citizen’s arrest laws)
  • Represent yourself as law enforcement

  • Citizen’s arrest (very limited scope) 

👉 This supports the concept that public participation in safety is recognized by law, but must remain limited.

The Georgia A. Robinson Police Academy at Harvest Christian University proudly announces the launch of its Community Policing & Public Safety Training Program — an engaging educational experience dedicated to strengthening knowledge, leadership, and civic responsibility within our communities.
