The Georgia A. Robinson Police Academy at Harvest Christian University (HCU) is a public safety training academy and law enforcement education institute  The Academy provides structured, professional instruction in public safety, community policing, investigations, security, emergency response, leadership, and international law enforcement studies for civilians, students, and public safety professionals.  

OFFICIAL DECLARATION

The Georgia A. Robinson Police Academy, under Harvest Christian University, stands as a lawfully established nonprofit educational academy, operating under federal statutes governing religious, charitable, and educational organizations. It is authorized to provide structured training, certification, and public safety education in alignment with U.S. law, while maintaining full compliance with all applicable legal standards.

This statement affirms its position as a protected educational institution dedicated to community policing, public safety, and civic leadership development.

GEORGIA A. ROBINSON POLICE ACADEMY " Our Herron "

Georgia  Ann Robinson’s remarkable story begins in the early 1900s, after she  moved to Los Angeles with her husband, Morgan, and their daughter.  

During  World War I, as the Los Angeles Police Department lost staff to the war  effort, Robinson stepped forward and began volunteering at the city  jail in 1916. 

For three years, she worked tirelessly as a jail matron,  often helping women and children in trouble—going far beyond her official duties and even welcoming those with nowhere to go into her own  home.


Robinson’s  dedication and compassion caught the attention of her superiors. she was offered a formal position, and  on June 10, 1919, became the first Black woman appointed as a Los  Angeles Police Department officer and one of the very first in the  entire United States.

As  an officer, Robinson worked on juvenile and homicide cases, focusing  especially on aiding Black women and youth.


Tragedy  struck in 1928 when Robinson, trying to break up a fight in the women’s  jail, suffered a violent injury that left her permanently blind yet she continued to work for causes of that era.

The academy strives to embody her  commitment to service, community, and justice, inspiring future  generations of law enforcement professionals to follow in her footsteps.


In  honor of her extraordinary achievements and enduring influence, Harvest  Christian University is naming its police academy the Georgia A.  Robinson Police Academy.

Archbishop Dr. Carl Robinson serves as the Founding Director of the Georgia A. Robinson Police Academy at Harvest Christian University, established under the institution’s charter, bylaws, and governing authority as a post-secondary institution of higher learning.

Archbishop Dr. Carl Robinson is a United States Veteran who served with distinction in the United States Army, including assignment at Fort Campbell, Kentucky, attached to the 101st Airborne Division (Air Assault)

Combat MOS 13B –

His military experience includes:

  • Air Assault / Airborne Operations Training
  • Attachment to Special Forces
  • Field Artillery Fire
  • Expert Rifle Qualification
  • Grenade Qualification Certification 

His service reflects exceptional endurance, discipline, operational readiness, and commitment under demanding and high-risk conditions.

EMERGENCY RESPONSE & PUBLIC SAFETY SERVICE

In addition to his military service, Dr. Robinson has direct, hands-on experience in emergency response, including:

  • Service as a firefighter
  • Fire engine driver responsible
  •  Emergency response operations 
  • Ambulance / EMT training and field response 
  • Performing resuscitation and life-saving medical interventions
  • Transporting critically injured individuals to medical facilities under emergency conditions
     

These experiences demonstrate sustained service in life-threatening environments, where rapid response and decisive action were critical.

CHAPLAINCY COUNSELING & LEADERSHIP

Archbishop Dr. Carl Robinson has also served in a chaplaincy capacity, providing spiritual guidance,  Ph.D. in Behavioral Health over 26 years, and leadership in both community and high-pressure environments. His work reflects a commitment to strength, resilience, and the care of others in times of need.

👉 Important:
Georgia A, Police Academy IS NOT required to be TCOLE-certified to:

  • Teach public safety concepts
  • Conduct community training
  • Educate on law, rights, or prevention

 Citizen Authority (Limited)

  • Texas Code of Criminal Procedure Art. 14.01 

✔ Allows:

  • Citizen’s arrest (very limited scope) 

👉 This supports the concept that public participation in safety is recognized by law, but must remain limited. 

Private Security Act

  • Texas Occupations Code § 1702

🚨 This is the boundary law.

✔ WE  CAN:

  • Teach safety awareness
  • Conduct community policing education
  • Provide non-enforcement training
  • Teach de-escalation, reporting, situational awareness

❌ WE DO NOT:

  • Act as police
  • Detain (outside citizen’s arrest laws)
  • Represent ourselves as law enforcement

The Academy functions under the federal definition of education as outlined in:

  • 26 CFR § 1.501(c)(3)-1(d)(3)
     “The term ‘educational’ relates to the instruction or training of individuals for the purpose of improving or developing their capabilities.”

Accordingly, the Georgia A. Robinson Police Academy is authorized to provide:

This classification affirms the Academy as a lawful educational institution, not a law enforcement agency.

The academy is legally organized and governed

The academy is legally organized and governed under the corporate and nonprofit authority of Harvest Christian University and The Harp of David Church. All operations, programs, and activities of the academy are conducted pursuant to the lawful authority of these entities and in accordance with applicable federal and state nonprofit and educational laws.

The Georgia A. Robinson Police Academy provides education, training, and support programs in areas that include, but are not limited to:


  • Police chaplaincy and chaplain services
  • Public safety education and community support initiatives
  • Behavioral health awareness and crisis response education
  • Leadership development, ethics, and professional standards
  • Interpol Academy–aligned academic instruction
  • UNIPOL community public safety frameworks
  • Life-skills and professional development education


The academy’s programs are educational, instructional, and supportive in nature. The academy does not provide TCOLE-approved courses or training, and does not issue or confer Texas peace officer licensure, certification, commissioning, deputization, or law enforcement authority.

The academy Community Instructions and Education

These programs provide a comprehensive educational foundation in public safety, civic responsibility, and community partnership. Courses such as Community Policing Philosophy and the History of Policing in America help participants understand how modern policing evolved and why collaboration between communities and public safety agencies matters. Instruction in Constitutional Rights, Ethics in Public Service, Leadership & Accountability, and Civic Responsibility strengthens awareness of the legal and moral frameworks that shape public safety systems.


 Participants also explore Conflict Resolution and non-tactical De-escalation principles, Situational Awareness, and Crime Prevention Strategies, equipping them with practical knowledge that promotes safer neighborhoods without granting enforcement authority.


Additional modules such as Neighborhood Watch Organization, Emergency Preparedness, Youth Violence Prevention, Human Trafficking Awareness, and Domestic Violence Awareness focus on prevention and informed community response. Educational overviews of Investigative Processes, Report Writing Basics, the Court System, Public Safety Communications, and Cultural Competency provide insight into how cases move through the justice system and how professionals communicate and serve diverse communities. 

Georgia A. Police Academy Badge Policy

The Georgia A. Robinson Police Academy at Harvest Christian University is an independent, private educational institution. It provides training and education in public safety, community policing, leadership, security, and investigations.

This ID and associated badge are symbols of membership and completion only. 

They:

  • Do not grant legal officer status
  • Do not confer law enforcement power
  • Do not imply governmental authority
     

Use of this ID and badge is restricted to academy events, trainings, and official functions. Unauthorized use to impersonate law enforcement is prohibited.

The Georgia A. Robinson Police Academy at Harvest Christian University proudly announces the launch of its Community Policing & Public Safety Training Program — an engaging educational experience dedicated to strengthening knowledge, leadership, and civic responsibility within our communities.

This innovative academic program is designed to provide comprehensive instruction in community engagement, leadership development, ethical foundations, public safety principles, and investigative awareness. Through structured coursework and practical learning experiences, participants will gain a deeper understanding of how collaborative partnerships, integrity, and informed decision-making contribute to safer and more unified communities.

The training environment promotes professionalism, respect, and service-centered values. Participants will explore real-world scenarios, case studies, and interactive discussions that cultivate critical thinking and reinforce the importance of community trust and responsible civic participation.

This program is strictly educational in nature and does not confer law enforcement authority, peace officer certification, or governmental powers.
