These certificates do not confer academic degrees, college credit, professional licensure, or accredited qualifications. The Academy does not charge any students for school, courses, fees or registrations.
NON-DEGREE TRAINING FRAMEWORK
Texas Education Code §61.302(9) defines an “educational or training establishment” as an enterprise offering instruction, education, or training that it does not represent as applicable to a degree. The Academy’s stated instructional model is consistent with that description.
Sections 61.302(1) and 61.302(7) separately define degrees and programs of study associated with degrees or degree-applicable credit.
The Academy’s training is noncredit and unaccredited. Its training activities, participant records, and completion certificates are maintained separately from HCU’s degree programs. These statutory references describe the Academy’s non-degree character and do not constitute a claim of state approval or exemption.
The Academy’s purpose is to develop practical knowledge and hands-on skills through accessible community education.
