Univesity-Led Public Safety Community Violence Prevention

APPLICABLE FEDERAL AND STATE STATUTES GOVERNING

Gun-Free Schools Act / Control and Law Enforcement Act of 1994 (42 U.S.C. § 3796dd et seq.)

  • Allows educational institutions to coordinate with law enforcement and provide training on emergency response, crime prevention, and safety awareness.
  • Universities can develop programs for local law enforcement and community members on violence prevention, situational awareness, and emergency preparedness.
     

 Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10101 et seq.)

  • Supports criminal justice and law enforcement education programs. 
  • Universities may receive federal grants to teach policing, community safety, and crime prevention courses to students and local communities.
     

Higher Education Act of 1965 (20 U.S.C. § 1001 et seq.)

  • Authorizes colleges to offer continuing education and community programs, including:
     
    • Criminal justice
    • Law enforcement fundamentals
    • Community safety workshops
       

 Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (20 U.S.C. § 1092(f))

  • Encourages universities to teach crime awareness, reporting protocols, and community policing concepts as part of compliance training for students and staff.

By integrating Public Safety Programs, HARP Police Chaplains, and the Royal Chaplaincy, the University fosters a multi-dimensional approach to community safety:

  • Prioritizing Prevention, Training, and Education alongside enforcement
  • Incorporating Mental Health and Behavioral Support into public safety practice
  • Building Strong Partnerships between students, faculty, law enforcement, and the community

Support of University Public Safety Programming

Constitutional and Statutory Authority

The University’s public safety programming is firmly grounded in constitutional principles and statutory authority. Under the 10th Amendment’s state police power and the 14th Amendment’s due process protections, the University lawfully supports training, education, and research that strengthen public safety systems while safeguarding civil rights.

 

State-Authorized Educational Role

State higher education enabling statutes authorize the University to provide workforce development, professional training, and continuing education.

Evidence-Based Professionalization

University programming elevates public safety through:

  • Data-driven instruction
  • Evidence-based best practices
  • Applied simulation and scenario training
  • Policy and risk management education 

Public Safety Training Operations

Statement of Authority for Public Safety Operations

 Harvest Christian University (HCU), through its governing body and pursuant to applicable federal, state, and Indigenous legal frameworks, is authorized to establish, administer, and maintain a University Public Safety Department to protect life, property, and institutional operations.

This authority arises from the University’s status as a bona fide postsecondary educational institution, its inherent rights of self-governance, and recognized legal powers granted to private and Indigenous-controlled educational entities.


INTEGRATED UNIVERSITY APPROACH

Together with  Public Safety Behavioral Health ,Police Chaplains and the Royal Chaplaincy, these programs form a multi-disciplinary framework that emphasizes:

  • Prevention, intervention, and wellness
  • Education and professional development

We are honored to host the INTERNATIONAL ASSOCIATION OF LICENSED COMMISSIONED CHAPLAINS 

(ROYAL CHAPLAINCY), which provides:

  • A Global Network of Licensed Chaplains sharing best practices in ministry and crisis response
  • Opportunities for Professional Development and Leadership
  • Ethical and Spiritual Guidance strengthening public safety programs
     

This partnership provides the University with an international perspective, enhancing local public safety initiatives with global expertise.

The University’s PUBLIC SAFETY PROGRAMS are the foundation of our mission to provide training, research, and workforce development in law enforcement, crisis response, and public safety management.

BEHAVIORAL HEALTH AND COMMUNITY

The University proudly highlights Behavioral Health and Community Violence Prevention as integral components of its comprehensive Public Safety initiatives, alongside HARP of Davis Police Chaplains and the International Association of Licensed Commissioned Chaplains (Royal Chaplaincy).


Our Behavioral Health programs provide education, support, and intervention strategies that strengthen individual resilience, emotional well-being, and life skills. These initiatives:

  • Provide crisis intervention and behavioral support

We are proud to welcome the HARP OF DAVIS POLICE CHAPLAINS, who provide pastoral care, crisis support, and ethical guidance to officers, staff, and community members.

Their Mission Includes:

  • Supporting emotional and spiritual needs during critical incidents
  • Strengthening resilience and ethical decision-making among personnel
  • Enhancing community trust through compassionate service
     

HARP of DAVID CHAPLAINCY exemplify that public safety extends beyond enforcement, emphasizing care, guidance, and support for the community.
