Recognition of Archbishop Dr. Carl Robinson
Tribal Leader – International Police Executive – Diplomatic Advocate for Global Justice.
The Pamunkey Indian Tribe, together with its partners, proudly recognizes Archbishop Dr. Carl Robinson as a federally recognized tribal member and a global leader in public safety, diplomacy, and law enforcement education.
Dr. Robinson holds official tribal identification and travel documentation, acknowledged under TSA protocols, affirming his sovereign tribal citizenship and leadership credentials on domestic and international platforms.
He presently serves as U.S. Commander and Board Member of the International Police Academy (IPA) — also known as the UNIPOL International Police University — an officially recognized Intergovernmental Organization (IGO) with campuses in Brussels, Dubai, and Germany, operating across more than 140 countries. The IPA delivers accredited training in policing, counterterrorism, leadership, and public safety in collaboration with the UN, U.S. State Department, NATO, and allied international bodies.
Dr. Robinson also leads as Director of the Georgia A. Robinson Police Academy at Harvest Christian University, named in honor of Georgia A. Robinson, the first African American woman to serve as an LAPD officer. The academy now includes specialized programs in community-based policing and police aviation, designed to develop future professionals across tribal, local, and international law enforcement sectors.
Holding diplomatic status in accordance with the Geneva Convention, and serving within an international IGO framework, Dr. Robinson continues to promote peace, justice, and intergovernmental cooperation among sovereign tribal nations and global policing organizations.
